WDCC is a civil center based in Yemen, dedicated to women’s cultural and rights-based development and to supporting women who face different forms of violence, with a special focus on early and child marriage.
The center works to empower women intellectually, legally and socially so that their voices are heard within the family, the community and the law.

About us
رسالة مركز تنمية المرأة الثقافية ومناهضة العنف هي:
• توفير مساحة آمنة للاستماع إلى النساء المتضررات من العنف ودعمهن.
• نشر الوعي القانوني والاجتماعي بحقوق المرأة، خاصة في قضايا الزواج المبكر وزواج القاصرات.
• استخدام الثقافة، والحوار، والإعلام كأدوات للتغيير الإيجابي في نظرة المجتمع للمرأة.
• العمل مع الجهات الرسمية ومنظمات المجتمع المدني من أجل تطوير القوانين والسياسات التي تحمي المرأة وكرامتها.
Mission:
The mission of the Women’s Development Center for Culture and Combating Violence is to:
• Provide a safe space to listen to and support women affected by violence.
• Raise legal and social awareness of women’s rights, especially in issues of early and child marriage.
• Use culture, dialogue and media as tools for positive change in how society views women.
• Work with official institutions and civil society to develop laws and policies that protect women and their dignity.

How it started! كيف بدأت القصة!
The Women’s Cultural Development & Anti-Violence Center (WDCC) was born from the powerful personal journey of
Judge Amaal Mohammed Aldobai, who herself was a survivor of early marriage. Despite the challenges and emotional hardship of her past, she continued her education, pursued law, and rose to become a strong advocate for women’s rights and a leading voice against harmful laws that allow violations of girls and women.
Over the years, Amaal Aldobai has spoken at national and international conferences, participated in public dialogues, appeared in media programs, and was featured in several Arab and European magazines as one of the pioneering Arab women who transformed their struggles into a mission for justice.
During the early stages of establishing the center, her vision aligned with the expertise of
Engineer Abdulmalik Al-Maamari. Together, they shared a commitment to creating an institution dedicated to supporting women culturally, legally, and socially.
While Amaal Aldobai laid the intellectual and legal foundation of the center as its founder, Engineer Abdulmalik Al-Maamari, as the General Director, developed the administrative structure, organized the programs, and enhanced field operations and community partnerships.
Today, WDCC stands as the result of a meaningful collaboration between a compassionate vision and strong administrative leadership — working together to empower women, provide legal assistance, raise awareness, and combat all forms of violence and discrimination.
انبثقت فكرة مركز تنمية المرأة الثقافية ومناهضة العنف (WDCC) من تجربة إنسانية عميقة عاشتها
القاضية أمال محمد الدبعي، التي كانت إحدى ضحايا الزواج المبكر؛ ورغم الظروف القاسية، استطاعت إكمال تعليمها والنهوض بنفسها حتى أصبحت صوتًا قويًا يدافع عن حقوق المرأة ويواجه القوانين الجائرة التي تسمح بانتهاك طفولتها وحريتها.
على مدى سنوات، شاركت أمال الدبعي في مؤتمرات محلية ودولية، وقدمت ندوات، وظهرت في برامج إعلامية، كما كتبت عنها مجلات عربية وأوروبية باعتبارها واحدة من النساء الرائدات اللواتي تحدّين الواقع وانتصَرْن لقضايا المرأة.
وفي مرحلة التأسيس، تلاقت رؤيتها مع خبرة المهندس عبد الملك المعمري، حيث جمعتهما رغبة مشتركة في إنشاء مركز متخصص يعالج قضايا النساء، ويُقدّم لهن الدعم الثقافي والقانوني والاجتماعي.
فكانت أمال الدبعي هي المؤسِّسة التي وضعت الأساس الفكري والحقوقي للمركز، بينما تولّى المهندس عبد الملك المعمري منصب المدير العام، وعمل على بناء الهيكل الإداري وتنظيم البرامج وتفعيل العمل الميداني والشراكات المجتمعية.
اليوم، يشكّل المركز ثمرة هذا التعاون بين رؤية إنسانية صادقة وخبرة إدارية واعية، ليساهم في تمكين المرأة، وتقديم الدعم القانوني، ورفع مستوى الوعي لمواجهة العنف والانتهاكات، وتمهيد الطريق نحو مستقبل آمن وعادل لكل النساء
:الأهداف
• مناهضة جميع أشكال العنف ضد المرأة، خاصة العنف الأسري والزواج المبكر وزواج القاصرات.
• تمكين المرأة معرفيًا وثقافيًا وقانونيًا لتستطيع الدفاع عن نفسها وحقوقها.
• دعم النساء المتضررات من العنف عبر التوجيه، والإحالة، والمتابعة مع الجهات المختصة.
• المساهمة في تغيير القوانين والنصوص التي تميّز ضد المرأة، من خلال العمل القانوني والحوار المجتمعي.
• تنظيم فعاليات ثقافية وندوات وحملات توعوية حول قضايا المرأة وحقوق الإنسان

الحماية والدفاع عن السجينات وإيوائهم في دار إيواء محمي ،وتوفير محاميين بشكل مجاني ، وتأهيل السجينات في حال خروجهم من السجن لتمكينهم إقتصادياً
Our goals:
• To combat all forms of violence against women, especially domestic violence, early marriage and child marriage.
• To empower women intellectually, culturally and legally so they can defend themselves and their rights.
• To support women affected by violence through guidance, referral and follow-up with relevant institutions.
• To contribute to changing discriminatory laws and provisions through legal work and community dialogue.
• To organize cultural events, seminars and awareness campaigns on women’s issues and human rights.

Protection and advocacy for female prisoners, providing them with safe shelter, offering free legal representation, and rehabilitating them after release to support their economic empowerment.
الظهور الإعلامي
حظيت القاضية أمال الدبعي ومركز تنمية المرأة الثقافية ومناهضة العنف بتغطية إعلامية في عدة مجلات ومنصات عربية، سلطت الضوء على تجربتها الشخصية ونشاطها الحقوقي في مناهضة زواج القاصرات والعنف ضد المرأة.
من بين هذه المواد الإعلامية:
• مقال بعنوان «المرأة التي تمردت على القوانين البالية ونافحت ضد زواج القاصرات»، تناول قصة أمال الدبعي من الزواج المبكر إلى أن أصبحت قاضية ورئيسة منظمة تدافع عن المرأة المعنَّفة وحقوقها، وتوصل صوتها إلى البرلمان لمواجهة القوانين المجحفة بحق المرأة.
• مواد صحفية أخرى قدّمت أمال الدبعي كواحدة من «النساء العربيات الرائدات الفاعلات»، وأشادت بقدرتها على التمرّد على الأخطاء الاجتماعية، ومواصلتها التعليم رغم التحديات، ودورها في الدفاع القانوني عن حقوق المرأة
Media and Press
Judge Amal Al-Duba’i and WDCC have been featured in several Arab magazines and media platforms that highlighted her personal experience and her legal activism against child marriage and violence against women.
Examples of this coverage include:
• An article titled “The Woman Who Rebelled against Outdated Laws and Fought Child Marriage”, which tells Amal Al-Duba’i’s story from early marriage to becoming a judge and head of an organization defending abused women and their rights, carrying her voice to parliament to challenge unjust laws.
• Other features that presented Amal as one of the “active pioneering Arab women”, praising her courage in challenging social mistakes, continuing her education despite difficulties, and leading legal efforts to defend women’s rights.
Official license_ الترخيص الرسمي
تم تأسيس مركز تنمية المرأة الثقافية ومناهضة العنف بموجب أمر إداري رقم (7) لسنة 2004م الصادر عن وزارة الثقافة والسياحة في الجمهورية اليمنية، والذي يمنح المركز ترخيصًا قانونيًا للعمل في مجال تنمية المرأة ثقافيًا ومناهضة العنف.
هذا الترخيص يؤكد أن المركز يعمل في إطار رسمي وقانوني، وبالتنسيق مع الجهات المختصة، لخدمة قضايا المرأة وحقوق الإنسان، وبعدها تم ترخيصه من وزارة الشؤون الاجتماعية والعمل في العاصمة صنعاء سنة 2004 بموجب ترخيص رقم 162 لسنة 2010 واصبح له فروع في مدينة عدن ، تعز والحديدة.
was later licensed by the Ministry of Social Affairs and Labor in the capital, Sana’a, in 2004 under License No. 162 for the year 2010, and it established branches in the cities of Aden, Taiz, and Hodeidah.
The Women’s Development Center for Culture and Combating Violence was established under Administrative Order No. (7) of 2004, issued by the Ministry of Culture and Tourism of the Republic of Yemen, granting the center an official license to work in the field of women’s cultural development and combating violence. This license confirms that the center operates within an official and legal framework, in coordination with relevant authorities, in service of women’s issues and human rights.
